SEMPER Implementation Plan/Funding Opportunities

Phase One:
Establishment of response teams - Laying a foundation for effective disaster response - $1 million
Establish “Load & Go” Medical Response Teams
- Identify personnel
- Purchase equipment and supplies
- Develop and test a rapid supply system to obtain necessary medications and perishable supplies immediately prior to deployment
Disaster Education/Training
- Establish and track specialized training for medical responders
Disaster Research
- Develop key research questions to be answered
- Develop research protocols that will best answer the key questions
SEMPER Administrative Functions
- Develop a core group of interested participants
- Program development
- Secure internal Stanford partners to help SEMPER prepare to deploy and to aid in deployments
- Market SEMPER to potential customers – organizations with a need for access to highly trained disaster response teams that can rapidly deploy when called
- Complete all pre-deployment application paperwork
Phase Two:
Education and Research - Building on the foundation, preparing for the future - $500,000
Maintain and Expand “Load & Go” Medical Response Teams
- Maintain a ready state of equipment, supplies and pharmaceuticals
- Replicate SEMPER “Load & Go” model throughout the U.S and abroad
Expand Disaster Education/Training Opportunities
- SEMPER will improve the care provided to survivors of future catastrophes by developing a research program aimed at gathering emergency medical data in disasters, analyzing data, and sharing “lessons learned” to expand the knowledge base related to disaster management.
- Medical Responders
- Develop and test an on-line distance-based learning course
- Offer an international conference at Stanford on Disaster Preparedness and Disaster Response
Disaster Research
- Submit research protocols for approval by the Stanford Institutional Review Board, fully integrating research into SEMPER’s mission.
SEMPER Critical Administrative Functions
- Continue development of core participants/responders (on-going training and skills assessment)
- Formalize relationships with external partners/customers
- Finalize internal Stanford partners to aid SEMPER deployments
Final Phase:
Maintaining readiness, expanding knowledgebase - $250,000 annually
